Artificial Intelligence Assistants Provide ‘Unreliable and Biased’ Election Guidance, States Dutch Watchdog

AI chatbots are proving to be “inaccurate and evidently prejudiced” when offering voting advice, the Netherlands’ data watchdog has reported, raising alarms about a potential threat to democracy just eight days before the country’s general election.

Study Shows Consistent Bias in Chatbot Recommendations

The quartet of AI assistants tested by the AP “frequently recommend identical two parties”, irrespective of the user’s question or command, the watchdog explained in a report released ahead of the 29 October election.

In more than half of the cases, the AI recommended either the far-right Freedom party (PVV) of Geert Wilders or the leftwing GroenLinks-PvdA led by the former European Commission vice-president Frans Timmermans.

Certain groups, such as the moderate CDA, “are almost never mentioned”, even when the user’s input precisely aligns with the stances of these political entities, the study pointed out.

Official Warns Against Relying on AI Assistants for Voting Guidance

The vice-chair of the AP, the official Monique Verdier, stated that while chatbots may seem like clever tools, “for election guidance, they repeatedly fall short”. Citizens were being steered toward a party that did not necessarily align with their political views, she added.

“This immediately affects a fundamental pillar of democracy: the honesty of open and just votes,” said Verdier. “We thus caution against using AI chatbots for election recommendations, as their functioning is opaque and hard to confirm.”

Voting Background and Party Dynamics

Netherlands citizens vote on October 29 in an election that will be keenly observed across the continent for the performance of the PVV.

The right-leaning group of Wilders is leading the polls but the lead over the GroenLinks-PvdA and CDA seems to be closing, with many voters yet to make up their minds.

Every significant political faction have rejected a coalition with the PVV, implying the party that comes second is most likely to supply the future head of government.

Unintentional Bias Linked to Chatbot Functioning

The AP emphasised that the AI systems were not intentionally prejudiced, and that their “noted flaws” are a result of the manner in which AI assistants function.
